Currently, the ICBC’s initiative focuses on insurance fraud and auto theft rings that represent a group of individuals and suits that reach into the millions. The ICBC hopes trying individual crooks in civil court will serve these auto thieves with a severe wake-up call. As it stands criminal verdicts carry a penalty of little to no jail time. A civil court judgment, the ICBC hopes, will dole out penalties such as seizing the wages and or property of a convicted offender in order to cover the cost of the stolen vehicle.
